Global Settings is accessible by users with Store Administrator rights. However, even a user with Store Administrator rights will not see these options if they skip the multi-factor authentication process during login (which requests the user to enter a six digit code).
Many of the options within Global Settings are not something often changed and were configured as part of your initial setup.
